    • US Department of Transportation Disadvantaged Business Enterprise (DBE)
      The U.S. Department of Transportation designation of a for-profit small business concern that is owned at least 51 percent by a socially and economically disadvantaged individuals(s) and/or a tribally owned concern, and who controls the managerial and day-to-day business operations of the business. Sometimes referred to as "federal certification".
    • Minority Business Enterprise (MBE)
      A for-profit small business concern that performs a commercially useful function and is legitimately owned and controlled by one or more minorities who are U.S. citizens or lawful permanent residents, or minority business enterprises certified by EOO in accordance with State Regulations.
    • Minority Woman Business Enterprise (MWBE)
      A for-profit small business concern that performs a commercially useful function and is legitimately owned and controlled by one or more minority women who are U.S. citizens or lawful permanent residents, or minority women's business enterprises certified by EOO in accordance with State Regulations.
    • Women Business Enterprise (WBE)
      A for-profit small business concern that performs a commercially useful function and is legitimately owned and controlled by one or more women who are U.S. citizens or lawful permanent residents, or women's business enterprises certified by EOO in accordance with State Regulations.

    • Alaska Native
      For purposes of the Disadvantaged Business Enterprise (DBE) program, a citizen of the United States who is a person of one-fourth degree or more Alaska Indian (including Tsimshian Indians not enrolled in the Metlakatla Indian Community), Eskimo, or Aleut blood, or a combination of those bloodlines. The term includes, in the absence of proof of a minimum blood quantum, any citizen whom a Native village or Native group regards as an Alaska Native if their father or mother is regarded as an Alaska Native.
    • Alaska Native Corporation
      For purposes of the Disadvantaged Business Enterprise (DBE) program, any regional corporation, village corporation, urban corporation or group corporation organized under the laws of the State of Alaska in accordance with the Alaska Native Claims Settlement Act, as amended (43 U.S.C. 1601, et seq.).
    • Minority
      An individual who is a member of one of the following ethnic/racial/cultural groups: African/Black American, Hispanic American, Asian American, or Native American or Alaskan Native. See "MBE", and "MWBE" above.
    • Socially and Economically Disadvantaged
      For purposes of the Disadvantaged Business Enterprise (DBE) program, certain ethnic, racial or cultural groups are presumed to be socially and economically disadvantaged; i.e., Black Americans, Hispanic Americans, Native Americans (American Indians, Eskimos, Aleuts, or Native Hawaiians), Asian Pacific Americans (persons with origins from Burma, Thailand, Malaysia, Indonesia, Singapore, Brunei, Japan, China, Taiwan, Laos, Cambodia (Kampuchea), Vietnam, Korea, The Philippines, U.S. Trust Territory of the Pacific Islands (Republic of Palau), Republic of the Marshall Islands, Federated States of Micronesia, the Commonwealth of the Northern Mariana Islands, Guam, Samoa, Macao, Hong Kong, Fiji, Tonga, Kiribati, Tuvalu, or Nauru); or Subcontinent Asian Americans (persons with origins from India, Pakistan, Bangladesh, Sri Lanka, Bhutan, the Maldives Islands or Nepal). However, being born in one of the above country is not, by itself, sufficient for an individual to be considered to be a member of one of these groups. An individual must demonstrate that they identify with these groups either culturally, socially or racially. Individuals who are members of the above groups, in the absence of evidence to the contrary, are presumed to be socially and economically disadvantaged. An individual's group membership is based upon demonstrable evidence that he or she has held himself or herself out to be identified with either culturally, socially and/or racially and is currently identified as such by recognized membership of the group in question.
    • Tribally-Owned Concern
      A business owned at least 51 percent by an Indian tribe.
